Here is an idea for a non electrical powered VIC ciruit.

updated pic with polarity.

This effect si known as the Electrostatic Induction effetct... machine is from lord kelvin...

here are the effects in general.

Electrostatic Induction is  created when water falls inbetwen metal sphere.

A "step charge" is created and high voltage accumulate.

a threshold voltage causes air dielectric breakdown to occur and spark gap is closed.

before this happens a visual effect on the water drops can be seen as water starts to expand in free fall.

The idea is this.. supress the  discharge from occuring within the air gap.
Replacing the  Air gap with the Stan meyer WFC.
Use the VIC circuit to interface with electrodes.
Use triger circuit to control discharge into  WFC.

BTW this is probably a similar methode used by the "Joe Cell"   Charging thecnique.

apparantly Joe would "charge" his water before he would use it in his cell.

I havent found info on the web on how he would charge the water before he would place in cell
but using lord kelvin methode before the charge is equalized one can use the negative chargeed water
or positive charge water and apply in standard cell.

Have you guys seen how he charged his water before using in joe cell?

Another application that comes to mind is the similarity with the Stan Meyer Electron Extracion Circuit.

In the lord kelvins machine on one side of the electrons are bieng "extracted"...
Somenthing to think about... lots of ways to intergrate this  technology.

I posted a bit of info on this page on kelvin electrostatic devices using water droplets
http://open-source-energy.org/?topic=1586.50

charged water droplets might have some novel applications, but stans circuit is step charging on the time span of microseconds, kelvins water dropper takes many seconds to charge. Its not a step charge, its a linear build up of charge with time in kelvins device.

Scroll down and look at "charging a single sphere".

I tried this. It was very complex also.  Each choke was bifilar, no electrical connection between each half.
It did polarize the water, because I had nothing connected to the other tube and it gave a negative voltage.

I did find that current travels thru stuff very easily, Even thru chokes wrapped together and not connected.

I still think this 3-23 circuit is a control unit.
