This made me so curious about the film I went and read the site Nate mentioned. Turns out it is apparently on YouTube, although I can't check at work: MST3K version of it search "MST3K - The Last Chase 1/11" to find the first part...

They are not our cars to start with, unless you happen to have in your possession the Manufacture Statement of Origin (MSO). 99.9% of all vehicles are registered with the State (where the MSO is surrendered) and as such, are property of the State. Another dirty trick our lovely politicians setup to make sure the average 14th Amendment Citizen owns no property and thus has no rights.
