Why Stan Meyer used Internal Combustion Engine? Opinions :)

I just wanted to ask anyone's opinions about why Stan Meyer bothered converting the ICE to run on water.  A man of his intellect would surely know that it is the most inefficient.  I would figure Stan would have wanted to figure out a system that was all electric.  Electric has only 2 moving parts to wear as opposed to 200 something in ICE.  Or perhaps he could have used the WFC to power a Tesla Turbine which could power a car?  In that again only 2 parts to wear.

I just can't see Stan spending some 10 years to make a water powered ICE when there are obvious better choices.  There are references in Stan's literature that mentions meeting economy with efficiency.  But ICE as it is, is not economic or efficient?   I also think Stan's system was to over engineered.  Once he was able to make HHO safe and operate an engine he should have done conversions at that time instead of over engineering such a system.  Just my opinions.

I believe Stan explains this many times in his videos.  He was going the retrofit route because of the number of ICE vehicles already on the road.  I think practical is the best word to be used.

Same reason I am--use what you know and what you have.  That way you might actually have something to show for your effort within your lifetime.  If you have a massive facility and deep pockets, sure you could build an F-22 fighter aircraft; if you don't have those things, the most you'll ever accomplish is a pile of documents no one is ever likely to read, let alone do something with.  A lot of inventor/engineer types totally forget about being practical.  We can make our advances using bits and pieces of new technology without the whole thing being new technology.
