In this case, I use Stanley Meyer`s VIC Multi-coil Spool Assembly:

Very Important! The all coils, must be placed on "common" core:
Electromagnetic Interaction: The resultant tri-coil configuration (Inductance core 53 - choke coils 56/62 - primary coil 26 - secondary coil 52), now, allows magnetic field coupling (71a xxx 71n) to pass through both resonant-coils (56/62) and secondary coil (52) simultaneously when primary coil (26) is pulsed energized by way of incoming pulse-train (46a xxx 46n).

Here is "correct" VIC Multi-coil Spool Assembly coils orientation. If the coils connection is different, no "resonant sensitive voltage effect" is obtained:

As you can see, now the Positive Wave-guide is 364 Vpp and Negative Wave-guide is 384 Vpp. If you want to "equalize" the opposite potential to Cell`s terminals, to minimize current leakage through the Water Cell, you must "fine tune" the Anode or the Cathode inductor, by increasing it`s nimber of turns, as is shown by Stanley Meyers:

Resonant Choke Coils - 0.004 Ga – 0,10 mm.
Primary Coil  - 0.030 Ga – 0,8 mm.
Secondary pickup coil - 0.002 Ga – 0,05 mm.
