Ok so I will post photos and more details and designs... I will be reproducing this in the short future and at this time there is a detail or 2 that is not 100 percent accurate as I can not find all my notes on this device. I must warn you I stopped working with this as it can explode and could well kill you... But this is the story of the device that Stan Meyer kept secret... no patents... no applications.. only about 100 people ever saw it... I happened to track one of them down 17 years ago and he showed me how to make it... He ran a farm on this tech for many years in india....

materials.

20 gauge stainless wire
strips of ceramic material
adhesive material that can withstand hho electrolysis
stainless steel or other type of material that can stand electrolysis and heat as a container... aprox 16 inches in diameter
i originally used 240v input 30kv out neon light transformer... they currently only make up to 20kv transformer... you can modify a 20kv or make your own... will update
 

building process... build a pyramid structure out of the ceramic strips..13 inches in diameter at bottom and at a 41 to 44 degree angle... you then will wind a double coil with the stainless wire.. the spacing I am not sure about so It may take some time to get this right but I believe it was 1.8 -2.2 mm.... I really think it was 2.2.... it will work at either spacing but the spacing is paramount to get it working at high efficiency.  use the adhesive to hold in place around the pyramid structure... place in container around the middle of it... you want to seal the container and put an inlet tube in the bottom and outlet tube in the top... two small holes for the coil... wire it up and seal up the holes from the wires... connect it to the neon transformer... produce steam and push through the intake tube... if this is built properly you can produce enough HHO from this device to run a V12 engine at full power... if running an engine you can recycle the steam from the exhaust and steal heat from exhaust to make the steam to run this... This device scared me from working with HHO all together as I had a terrible explosion and caught shrap.. but I am going to run a stationary generator and have a blast cage around the device... I believe that quenching should help.... a bubbler was not enough... anyway if you decide to do this and can help with making it safer it would be great... I understand people not giving up how they made some of stans stuff and are trying to capitalize on it... saying itll be ready after the reset.... I respect your positions but sharing the methods to make all this would be the reset.... it would be the end game... for those of you that want something that works without taking 10 years to figure it out.... here ya go.. I believe I can get the WFC working on the level of Stan... which it seems no one has achieved... or they have and wont talk.... but It will be some time before I revisit that build... I will tell you that  We got at least as good as Lawton on our first build.... If you are working on Stan's tech keep in mind he kept his keys hidden...He left a crumb trail... its all a combinations of already developed tech and his own brilliance... some of his tech.... the keys he found were from thousands of years ago... I am only sharing this device on here for now... It is just too dangerous for just anybody to build... I have never posted publicly about this until now... I kept it secret because I did not want people hurting themselves...

Would be keen to see how the pyramid coil is constructed. Is it a little like a bifilar tesla pancake, trying to picture two coils and how they terminate to two wires. Thanks for sharing

I do believe this exists and is in use. 
it also should be noted  if you round the edges you have a sphere cell  which is what stan did also.

several interpretations,
 the one is suggest is inline witt gas flash arrestor avoid bubblers so you do not ground your new gas  fuel
and such you have NON Carnot Cycle combustion non thermatic cycle and a New  "Donatelli Cycle More Force than Heat:

this is than is just a fuel. and precautions like any fuel  should be taken so it is keep it inside of the engines or combustion zone.

In a lot of ways this also looks like puharich cell (to me) although he used quartz. Would love to see more detail on your design

YEs your Correct  enhancing the Dbd Barrier was done by pulrich all was replicated both with and with out quartz
i have some boxes of tubes here

the dbd can work on both + and - and thus work  when cell in series pairs with by pass diodes.

Thanks, Dan, for the details. I already have the internal component made to spec as above so may explore this at some point, need to pick this work up again now as it has been too long. VIC is the big one at the moment, I have been focussing on that for a while.
