I am floating an idea after hearing Daniel Dingel WFC inventor from Manilla in the Phillipines, mention that his hydrogen reactor could generate electrical power to run a small electrical appliance for about a month using an inverter.
So, if the properties of the water have changed when charged then maybe the water has changed volume/density
and so a laser might be able to measure the difference.
