This system used a new way to pull more HHO from water by using a control vacuum.

When dropping the vacuum to 0-5in of mercury HHO bubbles are removed from the plates allowing more efficiency of production of HHO.

If you draw greater vacuum you will boil water at 30in of mercury that will increase of HHO and Steam.

The question I always had about using vacuum was the volume.  When the HHO is back to atmospheric pressure, don't you lose a noticeable amount of volume?

I guess it really doesn't matter if you are going to inject it into the manifold of an ICE as long as your vacuum isn't lower than the vacuum of the engine, which could be a problem at wide open throttle.

NO, due to the fact maximum HHO is already produced.

In fact lower vacuum increase output of HHO and added steam increase expanding explosion with less implosion effects.

vacuum is  through the injectors

with a mechanical diaphram, governing vac pressure  air filter is a fake

also it was mentioned by a builder that any sort of electrolyte help hold valuable gases in the water medium  slowing and somtimes stopping release for longer periods
 
so stans gas made with out any salts or electrolytes is  better and so is the water medium as he uses no electrolytes , avoiding dielectric break down
