Ok I apologize if this has already been covered. I was browsing some patents and came across this. After going thru a bunch of patents I think what I got figured out is that Stan was using this:

An optical system for identifying a pulse or wavetrain or for compressing the time duration of such a pulse. This is effected by passing monochromatic light through a cell containing a solid or liquid for sustaining an acoustic wave in the desired frequency spectrum. If the pulse to be identified is an electrical pulse, it may be coupled to the cell to set up the acoustic wave. Alternatively, the pulse may be already be an acoustic pulse. The resulting diffracted light wave is then optically filtered by an optical filter such as a hologram on which has previously been recorded a fringe or interference pattern of the pulse to e identified or to be compressed. Accordingly, if the acoustic wave corresponds to the desired electrical pulse, the light passing the hologram may be detected by a detector. If the time duration of the pulse is to be compressed, the hologram or optical filter is so arranged that it will focus the light from the laser substantially in a point or other predetermined area where its exact position may then be detected.
Now this along with some other things is what I think Stan was using to modulate & maintain the frequencies required to split H20.
I remember someone mentioned Stans brother was in the Navy. I just so happen to find this:

The Hurvitz method uses Raman Nath diffraction phenomena to achieve the light modulation. Such devices have been unsatisfactory in that: The acoustic energy diffracts comparatively little of the light so the modulation efiiciency is low; and the bandwidth is narrow because of the lower carrier frequency necessary to obtain Raman Nath diffraction.
SUMMARY The invention provides a means for producing and recognizing coded pulses. Monochromatic spatially coherent light is directed onto an ultrasonic delay cell at an angle equal to that which satisfies the Bragg law. The delay cell modulates the light such that a coded wave front emerges from it. The coded wave-front impinges in turn upon a wave plate which is designed to transform into a plane wave-front only a wave-front corresponding to the code placed on the wave plate. The plane wave is focused by a lens where it is detected by a photocell lo cated behind a pinhole aperture.
The general purpose of this invention is to provide a matched optical filter system which can be used for encoding and decoding at frequencies above 200 mo. and which will have a high bandwidth on the order of 20 rnc. The 200 mc. capability stems from the high carrier fre quency necessary to produce efiicient Bragg diffraction.
I think this may help with the gating as well as maintaining said frequencies or pulses. This would also enable Stan to tune said circuit. Furthermore would this not prevent a runaway cell? Would this not also alter the bonding angles of H20 making it easier to split or realign the molecules just before it is pulsed again and split apart? Just some thoughts let me know what you think. I believe what happened is Stan figured this out modified the Navy and Air Force Patents and Wolla, Stan is being pursued for Patent infringement as well as being silenced so this technology stays hidden.
