High Voltage Low to no Current Tesla LED system

I am inspired to create an LED light system with multiple applications such as growing plants indoors and standard lighting for the home.  I came across a video (produced by TinselKoala) based upon a circuit created by tinman.  Below is the said video.  In this video, TinselKoala, demonstrates the ability of this circuit to produce an extremely high luminosity with little to no current.  In this circuit, apparently at a high frequency (1+Mhz), when the voltage is increased, the current drops.  When the frequency and voltage are fine-tuned, he shows that it can produce a current that is very near to zero.  I am wondering if there is anyone that would be interested in working on this project with me.  My non-profit foundation can provide financial support for this project if anyone would like to jump on board and support it.
