NEED SIMPLE SWITCHING CIRCUIT

Hi All,

Below is a diagram that needs a simple circuit to activate a pair of latching relays.  First one  relay side  should close and the other side open  Then the reverse.   The time interval should be able to be set by me from 1.4 to  1 full hour.  

Once set by me all should be done electronically using a 12 volt dc source.   I wish to charge one set of batterys while another set of batterys are powering a circuit then switch as needed .

Your help will be most appreciated.
